Summary error on adding cherry picks to cpr
Details After specifying the screener cherry picks for a Compound CPR, an error is reported: "Failed to lazily initialize a collection of role: edu.harvard.med.screensaver.model.screenresults.ScreenResult.wells".

While looking into this, it became apparent that the problem was in
CompoundCherryPickRequest.getCherryPickAllowance().  Realized that the current
impl would not scale, since it was loading all of screen results wells and
compounds into memory, simple to count them.  So I did not waste time
troubleshooting the error.  Instead, decided to refactor the impl into an HQL
query, encapsulated in a new CompoundCherryPickRequestAllowancePolicy class. 
Followed suit with RNAiCherryPickRequestAllowancePolicy as well.
